Consumer behaviour has changed a lot over time. Although the price of clothing did not rise much due to the large workforce after China's Reforms and Opening-Up, white-collar workers in the 1970s were cautious about their purchasing decisions. And yet, with the rise of fast fashion, consumers are making their purchases a lot easier due to the relatively low prices.
Today, used clothing recycling in third-world countries has already been overloaded. To change the way how people in developed countries make their purchases in over 20 years is a difficult task and improving the production mode could be a way out.
